Active Investor Plus Hits $4.8 Billion. Here's What the August Rule Changes Mean

Regulatory Updates5 min read

837 applications, $4.845 billion committed, and a fresh round of clarifications from Immigration New Zealand effective 12 August 2026. Here's what actually changed and why it matters if you're investing through a fund.

The Numbers Are Getting Hard to Ignore

As at 23 July 2026, Immigration New Zealand had received 837 Active Investor Plus applications carrying NZD 4.845 billion in pipeline and committed capital. That is up from NZD 4.26 billion in May. 395 applications have now been approved. Sixteen months after the programme relaunched with a sharper Growth and Balanced Category structure, this is no longer a slow-burning policy experiment. It is one of the more consequential channels of foreign capital into New Zealand right now.

For fund managers like Capital Connect, recognised by NZTE as an Acceptable Managed Fund under the Growth Category, that pipeline matters directly. Every dollar routed through the programme has to land somewhere productive in the New Zealand economy.

What Actually Changed on 12 August

Immigration New Zealand tightened up the rulebook on 12 August 2026. The headline thresholds did not move: Growth Category is still a minimum NZD 5 million held for three years, Balanced Category still NZD 10 million held for five. What changed was the detail underneath them:

  • Transfer of funds. Clearer rules on how and when investment funds need to be moved into New Zealand.
  • Gifted funds. Updated guidance on using gifted capital as part of an investment.
  • Commercial lending institutions. Clarification on how lenders can be involved in an investment arrangement.
  • Managed fund agreements. Clearer requirements for what a fund manager agreement needs to contain to qualify.
  • Borrowed funds. Updated rules on using borrowed capital within an eligible investment.

None of these are dramatic policy reversals. They are the kind of clarifications a programme needs once real money and real advisers have been working through it for over a year, and every one of them reduces ambiguity for the people actually structuring applications.

The Family Change Worth Knowing About

A smaller but genuinely useful change: children born after an investor visa is approved can now be added as secondary applicants to later resident visa applications, including Permanent Resident Visa applications. Previously, families in this situation faced extra complexity that had nothing to do with the investment itself. This closes that gap.

Why This Matters If You're Investing Through a Fund

The clarified managed fund agreement rules are the ones worth paying closest attention to if you're structuring an application around a fund like Capital Connect No.1 LP rather than a direct investment. There is no special multiplier for fund investments; the NZD 5 million Growth threshold applies in full and can be met through a combination of eligible investments. What the August update gives advisers is a clearer template for what the fund manager agreement itself needs to say to satisfy INZ, which shortens the back-and-forth that used to slow applications down.

The Bigger Picture

A programme with 837 applications and growing is not something to structure around casually. The rules have already been refined multiple times since April 2025, and they will likely be refined again. Working with an experienced immigration adviser, alongside a fund manager who has already been through NZTE's Acceptable Managed Fund assessment, is the difference between a smooth application and a stalled one.
